How do I uninstall messages app and then reinstall it?

iPod touch, iOS 6.1.6

By restoring your device. Default iOS apps cannot be individually deleted then reinstalled. If it isn't working then maybe a simpler solution would be:

Rebooting your iDevice

Hold down the Sleep (On-Off) and Home buttons together for about 10-15 seconds or until the Apple Logo appears - ignore the red slider if it appears - then let go of the buttons. The device should begin to start up.

So will this reboot the ipod? I probably should have prefaced by saying that whenever my daughter tries to log onto messages it continues to verify, but won't go any further..thereby blocking her from using the app...even though her email has been verified thru apple

Yes, it will. But it won't erase anything. Your real question is what you should have asked in the first place.
