I recently bought a Apple iPod from a pawn shop. The previous owner still had an icloud account that disabled the iPod. The sale person has no information on the individual. Please Help

Sorry, you are out of luck. Return it to the pawnshop if you can for a refund. The device is Activation Locked and the only person who can remove it is the person who put it on:
