I'm locked out of my iPhone and I don't remember my email or password. How can I get into it?

Locked out in what way? Where is it asking for your email and password? What process have you just done to get to the screen that is asking for this information? What screen is it? What does it say?

It's on the Hello screen. I haven't used this phone in a while and I don't remember my email or password to get into the phone

You don`t know your own email? I have never seen it that a iPhone ask for email
If it is on the Hello screen, then you would be setting it up as a new device. Just follow the prompts and put in your current information. The device you are looking at has been reset to Factory Settings - it is a tabula rasa at this point.
