Apple Watch

We have a keyboard design for smart watches that can be embedded within the watch. Thus, the user need not switch to an iphone/ipad to text, but can receive and send text (and do other typing tasks) on the watch itself. I understand that the Apple Watch Kit does not address development of IO level applications. Does Apple discourage development at IO level?

If not, whom do we talk to?
