MMy new mini iPad will not share with my other Apple devices. My iPhone picture go to my old iPad but not to my new mini . Pictures taken on my new mini stay ther. I set the setting just like my wife's mint and phone but still will not share . I am signed in on the same accounts on all my devices .

Your settings should look like this. Settings>iCloud is how to get here.
And go to Settings>Photos and Camera just to make sure the settings aren't different there. If the settings sll check out, try restarting the iPad Mini. Sometimes that's all it takes. Or try turning all of the settings off, restart the iPad, and turn the settings on again. You are not going to lose anything since the photos are not going to the Mini anyway.
