No, you cannot see all the devices on your network from you iPad without an App. I use Netanalyzer but it only shows IP addresses and a device name. If that is all you need it will work. The free version may not provide that feature as I am using the paid version.

If your WiFi router has a web browser administration interface you may be able to use Safari to find this information. Check the documentation which came with your router.
