Do you mean it is asking for the previous owner's password to their iCloud account? If so, then you need to return it to the seller or have them remove the Activation Lock:

Hi arqjpz,
I guess your talking about activation lock on an iPhone you bought on eBay, right? If this is the case, you would have to contact the pervious owner in order to deactivate activation lock again. Otherwise the device cannot be used anymore.
