I have 3 iPhones, but I don't have my all contacts on all of them

on my old iPhone i have all my contacts and music and data, but then I bought my new iPhone 6 with a new line, and then sync data from iCloud, but I don't have all my contacts in my new iPhone. Then, I get my third iphone 6 with a new line, and I got the same problem even more:(
