Why do I get a server error when signing in to my account.

I click on folder icloud. Click on icloud photos. Icloud Photos not enabled. try to sign in to my account and get message "you cannot sign in because of a server error". I'm using windows 8.1 on my laptop and an ipad which has wi-fi. I go to the same procedure on my desk top runing windows 7 and the photos show up there.
