How can I download the App Store on to my iPad Air?
I have three iPad Airs, but the App Store is only downloading on one iPad. How can I get the App Store on the other two iPads?

The App Store is a built in App, it can neither be removed from the iPad nor downloaded independently.
What exactly is happening?
Is the icon not there? Are the Apps not downloading?
Also since this is on an iPad, it is not related to the Mac App Store for computers. I{ll ask this question be moved to the iPad forum.
I thought the App Store was built in as well, but I am not finding the icon anywhere on my screen or in a folder.
I'm not sure if this has anything to do with the problem, but I have one Apple ID for all three iPads. However, I should still be able to download separate apps on to each devise, correct?

Correct. Using the same Apple ID would not in and of itself remove the App Store App.
Make sure the App Stores are not restricted in Settings->General->Restrictions->Installing Apps on each iPad. Make sure its turned on.
You can also use Spotlight by swipíng down from the middle of the screen to try to find it.
I Believe that one of Phil's suggestions will work, but there is one more thing to try.
Settings>General>Reset>Reset Home screen layout. As long as the app is not restricted, that will return it to the home screen, but it will alos turn the home screen to the way it looked out of the box.
