make safari sync with firefox. not the reverse

With a connected ipad Air ... In the iCloud app via iTunes... on Windows 8.1.
Apple iCloud offers (belligerently IMO) to sync Firefox with safari (Windows and iPad).

I would like to know please, if it is possible to make Firefox the dominant player and sync Safari with it.
