Cannot get users iCloud password

My company just took back an iPhone 4s from an ex-employee who is refusing to give up his iCloud password. This of course renders the phone useless as we can not reconfigure it. Any solutions?

iPhone 4S, iOS 8

Take the phone and proof of company ownership to Apple. If you can prove ownership of the device, they can remove the activation lock.

Then, rewrite your policies and procedures to prohibit employees from setting up their personal iCloud accounts on iOS devices and possibly to withhold the cost of a replacement phone from their final paycheck should they turn it in in an unusable state.

Thank you but that is not a real option... we have no Apple stores and the vendor we got it from says "***** to be you" (not those exact words).

Then contact Apple Account Security. Use the Contact Us link at the bottom of the page. You'll probably need to speak to the Enterprise department for this, since it's a business owned device.
