You can't access the phone by using the Windows explorer. Data can only be synced to the phone by using iTunes. You can transfer your photos using Windows software:Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC - Apple Support
Your phone might be vulnerable for malware if you jailbreak the phone:
