Can you delete an app when it's lowered for one handed mode?

When I double tap the home button to bring the icons in reach I'm not able to long press to move or delete them

iPhone 6, iOS 8.1.3

Try turning the device off and on. if that does not work. Do a hard reset.

How to reset

You should reset your device as a last resort and only if you can't restart it.

To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.

No, you can't. That's not a feature of Reachability.
