My iPad2 won't install iOS 8.1.3

I'm trying to update to iOS 8.1.3 but when I try to install it, it asks me to agree to the terms and conditions and then when I hit "agree", the iPad just freezes on that screen. I have plenty of space available, I've restarted more than once, and nothing is working. I've even tried sending the Terms and Conditions by email to see if this makes a difference but it doesn't. If anyone could help, I would greatly appreciate it!
