command r not launching disk utility

I'm working with a 2012 Mac Book Pro running Yosemite. There is clearly some problem with the disk but holding Command R on reboot doesn't launch disk utility. It just launches directly into internet recovery which is perpetually stuck at 5 %. I bought the computer in the US but am currently opperating from China. Would that make any difference? Please help!

Having backup your data is very prudent. Based on what you have tried, try booting the MBP OPTION + COMMAND + R keys. This should result in a display with a revolving globe. By following the directions, it will allow you to connect to the Apple servers and install the original OSX that came with your MBP.

If that fails, then you will have to connect a boot drive to your MBP in one form or another (a boot in a HDD enclosure or another Mac via Target disk mode) and access the internal HDD via Disk utility>First Aid. The internal HDD should be repaired or replaced.
