Q: How about in Yosemite!
I travel with my mac between Australia and Switzerland, using local keyboards in each place.
When I move, I have great difficulty in changing langage for all menus, and in the mac mini accepting the new keyboard.
I have restarted the mac after changing back to Australian keyboard, and system preferences shows the Australian keyboard as selected, but it has not changed the interface, so I have to try to remember where the punctuation marks are, and also the y and z are transposed. Amazing how many English words use y.
NB the dialog below asks one to browse places but browse communities is the only area on offer...

You should be able to keep the menus language on English all the time by just deleting French from the list in system prefs/language and region.
It is not uncommon for the keyboard to switch without obvious reason if you have more than one on the list in system prefs/keyboard/input sources.
If you originally set up the machine in French it may be hard to change things like the login page.
