I had tried everything in this link but nothing worked.
Ultimately I had to do a RESET by ERASE ALL CONTENT & SETTINGS then restore from an earlier iCloud backup. This method was not the desired outcome.
I have an ATT Wireless account on my iPhone 4S which is several years old. I got ATT to "unlock" the phone which they did but required me to backup & restore using iTunes to complete the unlock process. I am notable to do that. By restoring from iCloud, the unlock did not happen.
I still need to do a standard backup and restore using iTunes to unlock my phone.
