Mar 8, 2015 12:50 PM in response to Browncastingby Demo,Force close the iTunes app and reset your iPad, then try again. It is really helpful and helps to eliminate useless suggestions if you post the iOS version that you are running when you need help. These instructions are for iOS 7 or later.
In order to close apps, you have to drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.
Hold down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple logo appears on the screen after which time you can release the buttons and let the iPad start up.
IF that doesn't work, you can try resetting your router by unplugging it from power for about 30 seconds and then plug it back in again.

Check you AppleID profile as well. Even Free Apps require valid billing details else iTunes Card payment credit.
