Welcome to Apple Support Communities.
It sounds like you have an iPod nano, which was restored to factory settings, that isn’t recognized by iTunes on your PC. The article linked below provides troubleshooting suggestions that’ll resolve most issues related to devices not appearing in iTunes.

And, after the device appears in iTunes, you can rename it as shown in this article:
