after erasing i choose my language, location and wifi. Then takes few minute and got letter on my screen:

your iphone could not be activated because the activation serveris temporarily unavailable. Try connecting you iphone to itunes to avtivate it, or try again in a couple of minutes.
Generally a sign that either the iPhone was jailbroken in the past or the
computer you are using to activate the iPhone has been used to jailbrake
an iOS device. Is that the case?

THese steps dont help, same text on the screen.
Do you have a SIM card in it? A SIM is required to activate it. If you do, then it sounds like the phone was hacked or jailbroken in an attempt to unlock it. If that's the case, you can't get help here.
