No. That's not what it asked. A Passcode is required if you want to use Touch ID. You can have a passcode without touch ID, but not the other way round.

It's not a "recommendation", it's a requirement.

Yes, we are sure. A passcode is required if you chose to use TouchID. You will need to use the passcode if your restart your iPhone or if you have not unlocked it in 24 hours.
