Dear Apple;
I just got Ipad Mini 16GB 1st Gen in Feb. 2015. The reason I wanted to get it was the Apple Pay. It was a good price for $240 @ Walmart! However, there was no Apple Pay app! Will this be available on this model in the future updates? Please let me know. Thanks! I love Apple!

No. Apple Pay requires special hardware not present in anything but the iPhone6, 6+ and the Apple Watch.
No iPads up to the iPad Air 2 currently support nor can ever support Apple Pay without that extra hardware.
They do come with the Apple Pay app. I have toyed with it on my iPad Air but not done anything with it. I plan to avoid it. Last thing I need is something that makes it even easier to spend my money. 😎

Within Apps only, No external Apple Pay support. But you are correct they do partially support it.
