I am trying to download an app that says I need Bluetooth 4.0 on my ipad 2. How do I get that?

You don't. iPad 2 has Bluetooth 2.1+EDR not 4.0

You buy a newer iPad. The iPad 2 has Bluetooth 2.1+EDR. You need a 3rd Generation iPad or higher for bluetooth 4.0
