I am wondering why Apple haven't included as part of any IOS update the ability to swipe up and to select capture screen rather than having to do this manually, can someone explain why or how we can get this feature added in the next release?

The question is simple. You can do this via enabling AssistiveTouch however this isn't ideal, to many keystrokes to get to what you actually want to do. I would suggest that most of us want to take a snapshot every now and then so it makes total sense that we should be able to customise shortcuts that appear in control centre (who really needs access to timer. We should be able to add/remove items from that list and screen capture should be one that everyone will utilse).

You can use the Assistive Touch button from Settings->General->Accessibility->Assisitve Touch to get a touch activated screen shot rather than holding down buttons.

Swiping up to pull up the Control Center is a "manual" operation; it requires you use your hands.
If you're watching something and want to snag a screen shot of it at a particular moment the control center would be in the way. Android doesn't even offer that.
