iTunes will not import or play CD's even though it recognizes them!

It will recognize that the CD is in the drive and even what the song titles are, but it will not play or import. Here is what running CD diagnostics told me:

The last failed data CD or DVD burn had error code 4000(0x00000fa0). It happened on drive E: _NEC DVD_RW ND-3540A on CDR media at speed 48X.

*Anyone help me with this issue? It used to work fine in the past.

I've already tried the DVD drive with the same results. iTunes also will not burn from the library or an inserted disc. Other programs allow me to burn CD's, but not DVD's. (That's a whole other problem...) Since other programs will rip and burn, that would mean the problem is with iTunes, not the drives, no? I've also tried to uninstall and reinstall iTunes to no avail. Quite frustrating.
