Getting photos off one Icloud account and putting them on to another

Can I download photos from my Icloud to a phone and then keep them on my phone and log out of my icloud and log in with another icloud account and still have these photos. I have 2 Icloud accounts and I'm trying to get rid of one of them and have everything on just one, but what will happen to all my photos on the account I'm deleting? can I get it all on to the one account?
