No iPhone apps connecting to the Internet

The only app I can get to connecr to the internet - both on WiFi and Cellular is Google Chrome. Nothing else works. I've tried resetting all Network Settings, enabling all cookies and more. I've attempted to restore my iPhone, on my computer and the device itself, but surprise surprise, I need to log into iCloud, which I can't do. The strange part is that my phone is giving me notifications from these apps, and yet I cannot get them to access the internet. ***?

I understand that most of your iOS applications are not working as expected. From the date and time of your post it sounds like you may have been affected by an issue that affected some Apple Services. The attached link will let you monitor Apple Services in the future.
