I've spent as much time as I intend to on this question without your full cooperation. Click the Support link at the top of this page or make a "Genius" appointment at an Apple Store. Good luck.

Dear Linc, full cooperation for you means put sensitive informations on a public forum without having the permission to ask some questions? Your instructions seemed so far away from my actual problem that i only asked the reasoning behind them. Too much for you?

''Doctor, why are you doing this to me?'', ask the patient. ''Shut up, and open your mouth''….

BTW i've asked you some questions that you didn't reply either.

Ive wasted my time too. You have no clue about the problem. Your solutions were, its evident, copy-pasted blocks of general instructions, that may apply to a thousand problem. Ive read the exact same procedures on some other forums you 'helped' with.

    But thanks anyhow.

This helped me for the same problem (Pref panel: Energy Saver in this instance) in Mac OS 10.11.2.

Interesting Apple hasn't squashed this bug yet. It's been going on for years. Watches, iPads and Phones seem to be where all the resources are going!?

It fixed the problem. Unless you have detailed knowledge of the Mac OS, I doubt his answer, which would have taken him a long time to explain, would have helped you. OTOH, if you knew the Mac OS in detail, you wouldn't have had to ask the question. BTW Online help people are not = physicians.
