Mar 11, 2015 3:52 PM in response to Shoptimeby Kurt Lang,If in OS X, log out of the App Store. Your child will not be able to access purchased items when logged out. He or she would have to know your Apple user ID to continue.
You also logout of your App Store account on an iPad or iPhone. Then it's the same block. The child cannot download previously purchased items without first logging back in. It's under Settings > App Store & iTunes. Click on your account name and choose to Sign Out.

Mar 11, 2015 3:59 PM in response to Kurt Langby Shoptime,Thank you for the idea Kurt but I'm looking for something a bit more elegant. I know I can change their apple id passwords and/or place restrictions with passcodes on the devices that defeats the purpose of using ask to buy in the first place. I want to be able to manage their purchases from afar.
Everything so far with family sharing has worked out except this. Once they have an app, they have it, I can't seem to make it ask me again for the download.
I really wish I could. Made a mistake on an app that I don't want my child to have. Now I have to throw away the whole family sharing scheme because of this one app I don't want him to have.
I know just trust him and all that but not the point. I'm hoping there is a provision for doing this I just don't know it yet!

Mar 11, 2015 5:03 PM in response to Shoptimeby Kurt Lang,Given the circumstances, I don't believe there's a way to do what you want. If you manage to completely block access somehow, and remove the item from their device, they could just restore it from a backup you don't know about.
Separating ID's isn't great, either. Especially since you note you would want to manage apps from afar. They'll just find another way to gain access to the app.
I really wish you could permanently remove a purchased item, but there is currently no way to do that. You can't even hide purchased items you've removed from your device. Something you used to be able to do. Well, you can in OS X, but not on an iPad or iPhone. I have dozens of free and trial apps I "purchased" to try them out before deciding which one suited me best. Now my App Store account is clogged with apps I'll never download again, and can't put them out of view.

If Shoptime enabled two step verification on the account wouldn't that provide for an app specific password for each application? If so a password could be set and not distributed. Using app-specific passwords - Apple Support
I don't have two step verification enabled so can't speak from experience.

Mar 12, 2015 11:24 AM in response to Old Toadby Kurt Lang,That's a very good idea, Old Toad! I do have a two step verification to enter my Apple account online, but I don't believe it applies to the App Store. If I log out of the App Store on my Mac or iPad, I only have to enter my Apple ID to gain access again. There's no secondary question.
I tried to follow the steps to Generate an app-specific password, but once in my account, I couldn't find anything to do with step 4, Click Generate an App-Specific Password and follow the steps on your screen. There was no such choice under Password and Security.
