How do I sync garageband on my phone and laptop and I purchased the (GarageBand)RED loop pack on my phone app but cant get it on my desktop.

The Red Loops are only available for GarageBand iOS on your mobile devices.
if you want to use one of these loops on your Mac, create a project on your iPhone and add the loops to a track.
Share this project to your Mac (either save it to iCloud or share to iTunes).
Then open the project on your Mac and add the loops to the Loop Library as new loops.
