Safari not responding after updating iPad mini to IOS 8.2

Have tried resetting Wi-Fi and Network settings but still no result. Turned router off and on. That did not work either. Since I cannot access the Internet, I cannot download anything. I need help!!!

Are you having trouble connecting to the internet from your home wireless network, or from any wireless network? Great job on the troubleshooting you've already done. The resources below include these steps, and some additional ones to try:

If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support
https://support.apple.com/en-us/HT204051




Try connecting to a Wi-Fi network in a different location. If your device can connect, you’ll need to get help with your Wi-Fi network. If it can’t connect to any Wi-Fi networks, contact Apple.


If you're connected to a Wi-Fi network but you can’t get online, try to use your Wi-Fi network on other devices. If you can’t get online using your other devices, there might be a service outage. Call your cable company or internet provider for help.
