The iPhone 5 has not network access, i am unable to make or receive calls.
However the data seems to be working as the App store and internet is accessible.
Can you please help me, I have always wanted a iphone and now that I have it I cant use it. This issue has been going on for the past 3 weeks.

It sounds like you are not able to make any phone calls at all, but you can access the internet using cellular data. I would use the troubleshooting in the following article to help you either resolve the issue, or contact the carrier or Apple if needed:

I Have tried all the suggested options on the prescribed site,
the the error still persists.
You contacted your carrier and they couldn't help you?
Yes, the SP has confirmed that the SIM card is in order. Even tried another sim from the competitir.
STill not working
Since you have done all the troubleshooting steps from the article, and contacted your carrier you should next contact Apple or take it to a local Apple Store for additional assistance, which is the last step in the article I provided:
If you can't make or receive calls on your iPhone
If you still can't make or receive calls, restore your iPhone as new.
If restoring doesn't fix the issue, contact Apple Support or take your iPhone to an Apple Retail Store or Authorized Service Provider.
