It sounds like you are not able to make any phone calls at all, but you can access the internet using cellular data. I would use the troubleshooting in the following article to help you either resolve the issue, or contact the carrier or Apple if needed:

If you can't make or receive calls on your iPhone
If you still can't make or receive calls, restore your iPhone as new. If restoring doesn't fix the issue, contact Apple Support or take your iPhone to an Apple Retail Store or Authorized Service Provider.
