When I connect my ipod it doesn't charge but when when I turn it off and connect it it just turned on, not even my PC read it, what can I do?

Try to give your iPod a reset. Hold down the sleep and home keys for about 20 seconds. When it reboots, try to charge again.
You may also want to try a different cable and different charger. You could also look in the charging port, make sure there's no lint or such in the port that may be impeding charging.
Does it charge when connected to a wall charger?

Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP

However, after your remove the Apple software components also remove the iCloud Control Panel via Windows Programs and Features app in the Window Control Panel. Then reinstall all the Apple software components
