Q: Cant create icloud calendar event in outlook 2013

I can create
a new appointment in the iCloud calendar only if I check the All Day Event
box.  If I define specific start and end times it tells me my changes
cannot be saved because I don't have permission to modify some or all of the
items in this folder.  I can enter appointments in the local calendar
without any problem.  It is just in the iCloud calendar.

When I create an appointment in the iCloud calendar with the All Day Event box
checked, I can then go to the iCloud calendar on my iPhone, edit the start and
end times and save the changes on my phone, then the dates will pop up on the
iCloud calendar in Outlook on my PC.  I am running Windows 8.1 64 bit,
with Outlook 2013 and iCloud 4.0.2.

Windows 8, Outlook 2013
