Not all my photos from old 4s went over to new 5s??? Why

A backup only contains the photos in the Camera Roll Album. Photos synched to your device from a computer are not included. Similarly photos in your iCloud Library are not included in a backup.

Have you turned on iCloud Photo Library (beta) on your new iPhone 5s?

I don't think that is correct. All photos in an iPhone should be included in the backup regardless of where they came from.

Yes, i believe that is correct. Synced photos are assumed to be backed up on your computer (in higher resolution actually)

Dropbox is a good idea. It will give you a safe archive of your photos in case disaster strikes.

I have read that, and I don't see that it says Camera Roll specifically. It says Photos. But, as I don't use the Apple photo album app at all, I'm not sure. That tip specifically says iCloud backup does not include synced photos; which to me implies that iTunes backups do. Otherwise, why would it single out iCloud backups?
