My sons ipad mini 2 has 16GB memory. Usage states 11.9GB used but only 501mb avail.Where has the rest of the memory gone?

That probably is correct. Out of the box, a 16GB iPad or iPhone only has about 13 GB of available storage because of the iOS and preinstalled apps already on the device.
