Why does my iPad not import all of my photos from my iPhoto. It seems random on which photos the iPad elects to import. Even though I have checked all photos and albums it randomly selects which ones it feels like importing.
iPad 3G, iOS 7.1.1
How are you importing to your iPad? Are you syncing with iTunes?
Then try, if trashing the iPod Photo Cache folder will help.

Close iPhoto, open the iPhoto Library with the Finder as shown in this screenshot,
locate and move the iPod Photo Cache folder to the Desktop,
launch iPhoto and try again. Do not make any other changes to the contents of the library package via the Finder.
