Does the MacBook Air (13-inch, Late 2010) keyboard light up?
I can't seem to find how to turn it on in the system preferences. Does this model not have this option?

It should. It's controlled from the keyboard, not System Prefs.
As Kappy said, it should, but it does so naturally to ambient light. If the computer senses that the light levels are low enough, the keyboard back-lights illuminate.
You can also adjust your preferences.
Apple Menu > System Preferences > Keyboard > Adjust Keyboard Brightness in Low Light.
Turns out the computer originally doesn't have a backlit keyboard...
