Ipad stuck after iOS 8.2 update

I have an iPad 3 (64gb) that was running iOS 8.13 with no issues. I did an update this morning to iOS 8.2 and after the update finished downloading, the iPad appears to be continually re-booting. The Apple logo will disappear after a few minutes but if you press the power button, it starts over again. I have tried to re-boot it manually with no luck. I cannot do a restore because it is not being recognized by iTunes. Any help is greatly appreciated.
