It is currently being beta tested and will be released soon. Then you can migrate an Aperture library to the Photos.app and store the library in iCloud Library.
Photos will support storing the Photos library in iCloud and syncing the library all your devices.

The migration of an Aperture library to Photos will be lossless; all edits and metadata will be transferred.

At the moment I'm having some very slow success by exporting Aperture images as JPegs and then dragging them into iCloud. Seems to be a bit random ... some images aren't uploaded at all ... and it hangs if I try to do more than twenty at a time.
I guess I'll be patient and wait for Photos.
Pity Apple didn't let me know that Yosemite would stop Apertute working unless it was upgraded to 3.6. Free upgrade from the App Store? Not if you've got a legitimate disc version of Aperture it isn't. As I needed some images for a presentation I'm doing tomorrow that cost me £60 for a new version of Aperture.

Mar 15, 2015 2:27 PM in response to léonieby Bafnew,Actually I think I've misunderstood the whole thing! I thought I could save images in the cloud and then access them on my iPad via wifi. I didn't realise that any image I uploaded to the cloud would be transferred to my iPad and iPhone, taking up all storage. Surely I've got this wrong otherwise iCloud will be no use to me as storage for my 300gb of images.

Sometime soon, with the rerelease of MacOS X 1010.3 you will be able to migrate an Aperture Library or iPhoto library to the Photos.app and store the library in iCloud. Right now, you can only store the Photos library on iOs 8 devices iniCloud. See this link: iCloud Photo Library beta FAQ
With your Photos library in iClous you can enable the "Optimize storage" option and store only small previews on your iPad or iPhone, and the high resolution originals in iCloud,

It is not yet possible to store a photo library in iCloud. You can share photos (My Photo Steam or shared abums), but trying to put your aperture Library on iCloud Drive will damage it.
iCloud Drib´ve is very different from other cloud storage and that may be confusing. It is not an external storage, and it is not a backup medium.

It is meant as a central storage to keep all files updated across all devices. The recent problem with the iCloud servers may have contributed to your problem: Apple - Support - System Status

Mar 15, 2015 3:27 PM in response to léonieby Bafnew,Thank you. I think you've explained my confusion. I thought the new iCloud Photo Library was just a renamed iCloud and did the same thing. I can see now that I'm trying to get the current iCloud to do something which isn't yet available. Presumably the extra iCloud storage I've paid for will be useable for the iCloud Photo Library ... or should I cancel it?

Yes, the extra cloud storage you paid for will be usable for iCloud Photo Library. your iPad can already access the Beta version, but the Mac can only use it trough the Photos (Beta).app on your iCloud web page. https://www.icloud.com/
The willl change with MacOS X 10.10.3.

Mar 16, 2015 10:29 AM in response to Bafnewby William Lloyd,Aperture doesn't store its entire library in iCloud, no. However, you can create photo streams in Aperture and those show up in iCloud. I've been doing this for a couple years, and it works fine.
Look into "photo streams."
Do note though that Photos in OS X 10.10.3 is replacing Aperture, so things will be changing when it's out, which, given it's currently in public beta, is probably reasonably soon.
