If you are on contract with AT&T, you need to either fulfill your contract with them or pay an ETF (Early Termination Fee) to get out of the contract. If you have a phone that is locked to them, you have to request that it be unlocked and comply with the requirements for unlocking the device.

If you purchased a phone on eBay, locked to AT&T and have no intention of using them, you may have difficulty getting them to unlock the device. Purchasing a locked phone is not a good idea, since not all carriers unlock devices for non-customers. You will need to contact AT&T to see if you qualify for unlocking services. If they say no, then you cannot get the device unlocked. Only AT&T can authorize an unlock of that device to work with any SIM. As far as it working in any country, it may work, but may not support all carrier services. Also, the warranty on the phone is only valid in the United States, and you cannot ship it for warranty, it has to be physically brought in to Apple. If you are not in the US, I suggest you return the device for a refund and purchase a device that works in your location and can be serviced there.

Mar 16, 2015 3:01 PM in response to elhusby Michael Black,No, you cannot get a phone unlocked from a carrier by somebody on eBay (they will happily take your money and hack your phone for you though). To unlock a phone, you request an unlock with the carrier directly (in this case, directly with AT&T via the web page they have for that). The carrier processes the unlock, and only the carrier can do so. Anybody else is selling a hack that will just revert back to locked status when you update iOS or restore your phone.
