As this article suggests, check your USB connections and/or security software.

Error 14 can be a hardware error, and error 2003 does not appear, but ones in that number range are USB connection errrors.

Try disabling your anti-virus software and/or firewall. Can you check the speed of your internet connection. It sounds like it may be slow as well.

My broadband connection to my cable provider is fiber optic as well, but it can slow to a crawl sometimes. Generally unplugging the modem for a couple of minutes and then starting it back up can fix that, but don't have false hope that it is always fast.

However, back to your issue, can you try another computer?

Again, from the link I provided you earlier, it could be a USB error. If you follow all of the steps in the USB section, it says to try the hardware section, an if that doesn't work, then contact Apple Support.

    Check your USB connections

    Related errors: 13, 14, 1600, 1601, 1602, 1603, 1604, 1611, 1643-1650, 2000, 2001, 2002, 2005, 2006, 2009, 4005, 4013, 4014, or "invalid response."

If the USB connection between your device and computer is interrupted, you might not be able to update or restore.

To narrow down the issue, you can try different equipment:

If you still see the error message, check for hardware issues by following the next section.

    Check for hardware issues

    Related errors: 1, 3, 11, 12, 13, 14, 16, 20, 21, 23, 26, 27, 28, 29, 34, 35, 36, 37, 40, 1002, 1004, 1011, 1012, 1014, 1667, or 1669.These errors mean that your device or computer might have a hardware issue that stops the update or restore from completing.

    1. Check that your security software and settings aren't blocking your device from communicating with the Apple update server.
    2. Then try to restore your iOS device two more times while connected with a cable, computer, and network you know are good.
    3. Make sure that your security software and settings are allowing communication between your device and update servers.
    4. If you still see the error message when you update or restore, contact Apple support.

I realize there is no exact description for the error 2003, however it is in the range indicated for USB errors. I suggest you just take the time to make a Genius Bar appointment for the device since it is not going to restore. There is nothing that anyone else can recommend here, since you have tried all of the steps.

Hello, I am not sure that was happened (I was registered for Genius Bar but they are so busy so I should meet them only on April 7) but today morning I start my PC and I was hear beeping sound from iPad (it was left connected to PC all this time) and iTunes start automatically and ask me if I want to update it, once click yes (just decide to give it try) , it was updated in 10 minutes and now its work perfect with iOS 8.2, seems it was something on Apple side?

    Anyway problem solved!
