Howdy Jrhealthplex,
As I understand it, you are trying to turn on your computer but it beeps and doesn't actually turn on. I would start by resetting your SMC:

If the issue persists I would next run the Extended version of the Apple Hardware Test with either of these two articles depending on which version of the OS you are using:
OS X Yosemite: Use Apple Diagnostics or Apple Hardware Test
OS X Mavericks: Use Apple Diagnostics or Apple Hardware Test
