Looking at a iphone 5c
There is no motion 7 fitness icon listed under the privacy settings to turn on or off. The phone has the 'health' app, but as there is no way of turning the motion & fitness on it isn't tracking anything.
Any ideas why the setting isn't there or how to get it back? Really puzzled that there is no way to turn the setting on.

That is because the iPhone 5C does not have a motion co-processor. It doesn't natively track steps and motion the way the iPHone 5S and later do. You will not have that setting on your phone.

Oh right.... so does that mean the 5c cant record info - or does it need to be setup in a different way?
If you have a fitness/activity tracker that syncs with Health, such as an UP band or Garmin Vivofit/Vivosmart, you can use that. FitBits don't natively sync with Health but there are some apps that will move the information from the FitBit app to Health.
I have the same problem, but my phone is a 5s. Cannot find any mention of this problem. I had it with iOS 8.3 and after upgrade to iOS 10.3.3.
