It has plagued me too, in that one of my 2 iPhone 6s (don't ask) paired with the JBL Flip2 and the other didn't. I saw someone posting a "fix" which was to hold down the power button on the JBL speaker. Wrong! I wasted ages trying that. You actually hold down the button with the Bluetooth symbol. So, go to settings and Bluetooth. Switch JBL on and hold down Bluetooth symbol and lo and behold the JBL Flip2 becomes discoverable on your iPhone.
