TThis happened to me
Try this, after countless different things, talking to apple support chat, and then I called my carrier Tech support... My carrier's tech support person suggested this after looking at a few other things and it worked....
Go to Settings
Tap Cellular
scroll down to Use Cellular Data For
see if Mail is green (on) if not toggle on
A real Doh moment after resetting networks, deleting and re-entering mail accounts, etc etc etc for days!!
