iTunes Radio

It is 2015, I have the latest iTunes as well as iPhone software (8.2) and I STILL don't have iTunes Radio. I never have. Why?? Is there a solution? It never appeared while I was in Canada (up until August 2014), though all my friends with iPhones had it, and it still doesn't work here in Kuwait (and my friends here have it as well). What gives?
