To start troubleshooting this issue where your iPhone is not backing up even though you are keeping it locked, connected to Wi-Fi, and plugged in, I'd like you to please check the storage space available on your iCloud account.

I've got 20.0 GB Total Storage and 11.2 GB Available. On the Settings - General - About page, it says Capacity 27.3, Available 5.0. Is this why my phone won't back up? Not enough room in my iCloud account?

That might be the case. To check how large your iCloud backup is please do the following:
To check the size of the backup on your device in iOS 8 or later, tap Settings > iCloud > Storage > Manage Storage
